CALL TO ORDER: Chairman, at 12:50 p.m.  A MOTION PREVAILED to begin the meeting early and to move Public Comment as first order on our agenda.

AGENDA: (see attached)

MINUTES: A MOTION PREVAILED to approve the minutes of October 20, 2009 as presented.

REPORTS:

·         Treasurer: (refer to next regular meeting)

·         Vice Chair reported her research in the California archives regarding Shasta people, especially the 1,035 documents that mention Shasta.  Requesting authorization to invest $40 for copies of documents.

·         Our Vice Chairperson submitted for record the speech she made at public hearing before the Siskiyou County Board of Supervisors (see attached).

ACTION ITEMS:

·         Resolution to SCBOS: A MOTION PREVAILED to pass the resolution (see attached).

·         Recommendation regarding Ghost Dance, response to Scott Blum: A MOTION PREVAILED to inform Scott Blum that we do not wish to be connected with the Ghost Dance.

PUBLIC COMMENT:

·         DQ  University, Genevieve Seely:  Wiott, from Humboldt Bay , born 1930, college educated, taught PE, joined California Indian Education Association, became part of DQ University, currently a board member.  Served 6-year term, university began to deteriorate due to mismanagement and questionable connections.  Was terminated from board and is back again.  Three current board members are represented by California Indian Legal Services to regain control of the university and begin rebuilding.  Yolo County and Sheriff’s department are finally recognizing their cause.  Current situation:  no administration, no students, no money.  Army Corps of Engineers are on site doing cleanup of world war II pollution. Current assets are 600 acres of land.  Government is trying to take it back, other interests are trying to take it over.  Shasta Indian Nation is asked to disavow any connection with Dr. Boaz and to challenge his claim that there is a “memorandum of understanding with the Shasta Nation of Yreka.”

A MOTION PREVAILED to take the request under advisement and to issue a definitive statement to be published to the proper authorities.

·         2010 Census, Tribal Partnership Representative, Pam Ames: Presentation folders were passed out.  Concerned that too many tribal persons are not being recorded in the census.  Funding from federal government based on accurate count of groups of people.  Her goal is full count in our area.

o       Ask that our tribe be informed of the census through our newsletter.

o       Spread the word that this information is kept confidential for 72 years, and cannot be used by any other branch of government, including the presidential administration.

o       Make sure that the first person on household form is listed as American Indian, then entire household will be listed as such.

o       Appoint tribal liaison to work with Pam Ames.

o       Note and respond to partnership form.

o       Issue resolution as advised.
